【摘要】:1.1ThisclassificationcoversasetofdefinitionsandcategorizationforthecertificationandlicensingofUnmannedAircraft(UA)pilots.ItisdesignedforusebybothindustryandregulatoryauthoritiesapplicabletoUAacrosstheentiresize,weightandperformancecontinuum.Increatingthisclassification,contributorswereguidedbythefollowingprinciples:1.1.1Parallelexistingregulationsformannedaircrafttothemaximumextentpractical.1.1.2Similarwordsinotherstandardsorregulationsshallhavesimilarmeaningherein(e.g.,14CFRPart61andFAANotice07-01,andAustraliasCASRPart101).1.1.3Avoidburdeningregulatoryagenciesanduserswithanoverabundanceofnewtermsanddefinitions.Wherenewtermsarerequired,theirmeaningsshallstrivetobeself-evident.1.1.4Althoughtargetedprimarilyatcommercialandprivateusers,thestandardshouldanticipateadoptionbymilitaryandgovernmentusers.1.2Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
